whym- thanks for your comment. I think what they mean in terms of 'bulk' export to the US is really the prospect of bulk export to any number of towns, cities, and even states that are trying to force the FDA to allow importing into the US... It's easy to see that if the FDA allowed this, there would most certainly be a bigger drug shortage in Canada than will develop naturally with their current system...
